Where is Cyrodiil eso?
Cyrodiil is the central province of Tamriel and home of the Imperials, who stand alone in the Alliance War. It can be accessed once a player receives the Cyrodiil Awaits! message through the in-game mail system at Level 10. Despite the name, the zone encompasses only the central part of the actual province.
How do you get to Cyrodiil sewers?
The sewers can be entered via one of three gates located at Cyrodiil’s Lake Rumare. Complete the Imperial City Quest. Speak first with your alliance’s general, and then to the Drake of Blades. Once the quest is completed, the Imperial City can be entered.

Tel Var General Merchants are vendors who offer various goods for Tel Var Stones. They can be found in the Imperial Sewers Alliance Bases.
Is there a way to join the Thalmor?
No, it’s not possible. The bigger thing I’d worry about is that the Thalmor have a habit of winding up on everyone’s bad side. The Thalmor have an embassy and a keep up north, a few agents scattered about (some giving minor quests), and some in the countryside that will attack you if messed with or even on sight.
